Senators Charles Schumer and Hillary Rodham Clinton have proposed an amendment to the 2006 Foreign Operations Appropriations Bill, which is awaiting final approval by Congress.
New York City is owed millions of dollars from foreign consulates and embassies because of "deadbeat diplomats" who have unpaid parking tickets and who owe property taxes, Schumer and Clinton said in a joint statement.
